MANAGER, FACILITIES PLANNING AND ASSET OPERATIONS (Permanent, Full-Time) Located on the traditional, ancestral and unceded lands of the Musqueam, Squamish, and Tsleil-Waututh Nations, West Vancouver is a vibrant community on the North Shore and home to parks, beaches, and to sports, recreation and arts amenities. The West Vancouver Financial and Corporate Services Division is currently seeking a Permanent Full-Time Manager, Facilities Planning and Asset Operations. This position will provide strategic planning and budgeting including the development of a lifecycle maintenance program, oversight of energy management, Service Level Agreements and service provider planning for the District’s facilities. Reporting to the Senior Manager, Facilities and Assets, this position’s responsibilities include:
- Developing long‑range preventive and predictive maintenance programs aligned with asset lifecycle requirements;
- Preparing annual operating budgets and multi‑year maintenance financial plans; monitoring expenditures and forecasts;
- Overseeing mechanical, electrical, and Building Automation System (BAS) performance and lead operational energy‑management initiatives;
- Providing strategic oversight of utilities management, including monitoring consumption, analyzing usage trends, validating billing, and identifying opportunities for conservation and cost optimization;
- Developing, negotiating, and maintaining Service Level Agreements (SLAs) for maintenance and operational services;
- Identify and evaluate required internal and external service providers;
- Providing oversight on property licenses and leases including property management and lease management;
- Collaborating with the Facilities Project Manager on facility renewal planning to align capital and operational programs;
- Developing operational policies, maintenance standards, KPIs, and compliance frameworks;
- Providing planning direction to staff in the facilities and customer service areas;
- Preparing reports, metrics, and documentation to support operational planning and compliance.
The successful candidate will possess a diploma or degree in Facilities Management, Building systems or Engineering Technology. Preferably with a professional qualification in facilities management or property management, experience preparing service level agreements and managing vendor performance, plus five years or more experience in maintenance planning or facility operations, including supervisory responsibilities.
