Position Summary BCIT’s Safety Security and Emergency Management department is currently seeking a regular, full-time (1.0 FTE) Associate Director, Campus Security. This position provides strategic direction to development and delivery of programs that foster an active security presence and a secure campus community, and to the design, installation and maintenance of security systems. Develops strategies, plans, and policies in consultation with Senior Director, and ensures compliance with international, federal, and provincial regulations related to all areas of accountability. Directs the necessary planning, due diligence, risk assessment and quality controls to identify and mitigate security risks to the Institute. Oversees investigation/assessment of serious incidents, hostile/threatening situations, and other sensitive matters. Drives out critical and strategic initiatives that support SSEM goals and objectives. Duties & Responsibilities Key Accountabilities

  • Participates as a member of the Senior Director’s management team, providing input to development of SSEM strategies and sharing responsibility for achievements and success, emphasizing security programs and systems. Assists the Senior Director on strategic SSEM matters as designated.
  • Develops security strategies, plans, and policies in consultation with Senior Director. Establishes a framework of security practices, standards, and processes. Drives out strategic security initiatives that align to and support achievement of SSEM goals and objectives.
  • Works collaboratively with the Senior Director and other SSEM leaders to support a strategic, integrated approach to all program planning, development and delivery. Fosters a respectful, collaborative and supportive team approach for all reporting areas, and with all other SSEM functions.
  • Provides strategic advice to the Senior Director and other senior leaders on the Institutes’ most critical security matters. Delivers reports and presentations on security program issues, achievements and status of key initiatives. Acts as a key advisor on multiple committees and teams.
  • Monitors security program practices to ensure compliance with international, federal, and provincial regulations as well as the Institute’s security policies. Implements the necessary planning, due diligence, risk assessment, and quality controls to identify and mitigate security risks to the Institute. Directs audits and assessments to ensure program optimization in all reporting areas.
  • Manages the development and delivery of programs that foster an active security presence and a secure campus community. Oversees investigation/assessment of serious incidents, hostile/threatening situations, and other sensitive matters; provides related support to partners, authorities, law enforcement and crown prosecutors in internal hearings and legal proceedings.
  • Provides strategic direction to the design, installation and maintenance of security systems, including that related to closed circuit TV, video, access, keying program, computer protection, intrusion alarms, computer protection, and other security-related technology.
  • Develops and implements a security communication plan, involving dissemination of essential information and ongoing interactions within the Institute community, and externally with first responders, regulatory agencies, industry partners, and other key partners.
  • Assumes delegated responsibilities outside of normal working hours on the Senior Director’s behalf. Coordinates response and resolution with Institute administrators as required through circumstances of the incident. Performs the role of Emergency Operations Centre Director, leading the Institute’s critical incident response to traumatic events as designated by the Senior Director.
  • Oversees security vendor selection processes. Establishes service level expectations and monitors and reports on vendor performance, contract compliance and risk mitigation.
  • Monitors expenditures to meet established financial objectives. Collaborates with Finance to inform the development of the annual budget and quarterly forecast.
  • Manages the research of effective practice, and methodologies, and determines appropriate application to security programs, services and initiatives. Participates in industry organizations, keeping current on state of the art initiatives and technology.
  • Manages reporting staff, including selection, coaching, mentoring, development, performance management and all other people-management practices. Oversees day-to-day operational guidance provided to contract security staff to ensure alignment with SSEM standards and service excellence.

Qualifications Qualifications & Requirements

  • Undergraduate degree in law enforcement or a relevant discipline (Master’s degree preferred)
  • Designation – American Society of Industrial Security.
  • Minimum 8 years’ experience in security management, along with exposure in the areas of health, safety, and emergency management.
  • Certificate in Risk Management preferred.
  • An equivalent combination of education and experience may be considered.
  • Advanced leadership skills and ability to manage a team of reporting technical leaders and specialists; ability to build a strong team-based environment.
  • Expert knowledge of the concepts, theories, and practices of security management, with emphasis on security systems, fire systems, crime prevention, loss prevention, and investigation techniques.
  • Expert knowledge of the international, federal, and provincial regulations related to security.
  • Expert communication and interpersonal skills, including ability to interact with internal and external partners and authorities in the context of a critical incident or traumatic event, as well as investigations.
  • Advanced analytical skills and ability to apply sound judgment in problem solving, evaluating courses of action, and making decisions on complex security matters.
  • Solid planning, organizational, facilitation and project management skills.
  • Holds a valid Class 5 driver’s license.
