Requisition ID: 18472  Department: Infrastructure & Water Services Dept.  Service: Asset Management Service  Branch: Water Resources Planning & Eng Branch Employment Type: 1 Full-time Temporary - Up to 3 years Up to 3 years Work Hours: 35.00 hours per week Affiliation: CIPP  Salary Information: $102,307.66 - $124,480.72  annually (2025 rates of pay) Location: ROPEC, 800 Green's Creek   City: Ottawa, ON Job Category: Planning and Infrastructure  Application Close: 24/07/2025 Job Summary The Asset Management Service is responsible for the cost-effective management of the City’s $20 billion public works infrastructure assets, carrying out or overseeing the provision of planning, analysis and needs evaluation specifications, and Request for Proposal (RFP) development, evaluation and selection. The Water Resources Planning and Engineering branch is also responsible for understanding the behaviour of water resources systems, identify and quantify risks, and develop plans, strategies, programs, and projects to mitigate risks. You are responsible for managing and providing a wide range of expertise on geoscience and hydrogeology assignments that cover the risk assessment, planning, modeling, the impacts on growth, renewal and existing activities related to water, wastewater and stormwater infrastructure projects, including recommending priorities for funding of specific infrastructure initiatives. Related activities include characterizing performance of groundwater systems; developing, gathering and interpreting groundwater and geoscience data in terms of infrastructure performance and population/land use growth data; maintaining currency with new and innovative infrastructure planning/implementation/design in the context of impacts on groundwater systems, including financing methods; ensuring conformance of branch activities to legislated processes; coordinating branch activities with Official Plan updating requirements; supporting unit activities to ensure adherance to Official Plan, Zoning Bylaws and Master Plans in infrastructure development; preparing submissions for capital project timing, budgets and Council reports; managing major consultant led projects; and providing sectional technical liaison with the other professionals in the corporation and external organizations such as Conservation Authorities and provincial ministries. You also play a key role in helping to establish and subsequently fulfill the overall priorities and direction for water, wastewater, stormwater, earth systems and natural systems planning. You will also provide technical support and guidance for sustainable land use planning. Unit Expertise: The focus of work may be in one or more of the following areas:

  • Groundwater: Management of the City’s groundwater resources.
  • Stormwater Management: Providing expertise in stormwater/urban stream corridor management planning and functional design of these systems.
  • Water and Wastewater: Providing expertise in the planning of urban water and wastewater systems and functional design of these systems.
  • Rural Servicing: Providing expertise in rural servicing planning and the functional design of these systems.

Education And Experience Completion of 4 year university degree in Environmental Geoscience, Science, Engineering or related field Minimum of 8 years of related professional experience in providing hydrogeological technical guidance and support to various stakeholders with demonstrated supervisory or leadership experience. CERTIFICATIONS AND LICENCES Licensed Professional Engineer (P.Eng.) with PEO OR Registered Professional Geoscientist (P.Geo.) with PGO, or eligible to obtain licence within timeframe determined by employer KNOWLEDGE

  • Applicable legislation and practices governing water/wastewater /stormwater infrastructure growth planning, rehabilitation planning, approvals processes, design, protection of water resources and hydrogeology (i.e. Planning Act, Municipal Act, Water Resources Act, Environmental Assessment Act, City Official Plan, City Master Plans, Class Environmental Assessment process, City design guidelines, development approvals process, development charges process)
  • Working knowledge of best management practices related to hydrogeological assessments and protection of groundwater resources
  • Municipal infrastructure planning and design principles
  • Public consultation processes
  • Project management principles
  • Capital and operating budget processes
  • Must possess the training, experience and knowledge to organize the work and its performance
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

Desirable Qualifications:

  • Expert knowledge in an applicable technical specialty (i.e. hydrogeology, hydrology, planning process, computer modeling, stormwater management, design project management, etc) as demonstrated by advanced academic qualification or significant direct experience

Competencies, Skills And Abilities

  • Understand the use of technology support tools to achieve work objectives (GIS, design tools, internet based resources, models)
  • Project management skills to lead a project or work group, organize numerous tasks, set priorities and meet deadlines – projects and work groups will normally stem from involvement with conducting hydrogeological assessments and resolving hydrogeological issues
  • Prepare project and capital budget estimates for infrastructure studies and capital projects
  • Establish and complete effective public consultation processes
  • Consultant work specification, selection and project management of major multi-discipline infrastructure and planning projects
  • Understand initiate and carry out assignments with minimal supervision
  • Synthesize information from a variety of sources towards establishing future directions, research needs, information gathering needs, development trends, work requirements, etc., for effective infrastructure planning
  • Communicate effectively (directly, letters, reports) with elected officials, City staff, external agencies, private sector and members of the public
  • Strong knowledge of computer modeling tools including data requirements, results interpretation, model sensitivities, predictive modeling techniques and calibration techniques
  • Statistical analysis
  • Ability to work as an effective leader/team member in a multi-disciplinary technical environment
  • Manage personal workloads effectively to achieve objectives within time constraints
  • Good interpersonal skills – ability to work effectively with others in potentially confrontational situations
  • Undertake work in a thorough, reproducible, documented manner
