Requisition ID: 17041  Department: Infrastructure & Water Services Dept.  Service: Asset Management Service  Branch: Facilities Asset Management Branch Employment Type: 1 Full-time Permanent    Work Hours: 35.00 hours per week Affiliation: CIPP  Salary Information: $85,947.68 - $104,577.20  annually (2025 rates of pay) Location: 100 Constellation, Nepean   City: Ottawa, ON Job Category: Information Technology  Application Close: 11/08/2025 Job Summary The Asset Management Branch is responsible for the management of the City’s public works infrastructure assets in an inclusive, effective, affordable and integrated manner to keep our infrastructure safe, in good working order and at an approved level of services. This specific position is within the Water Facilities Asset Management (WFAM) unit. The WFAM portfolio includes the vertical infrastructure within the City’s water, wastewater, and stormwater facilities (plants, reservoirs, tanks, pumping stations, etc.). The Asset Management Coordinator, Lifecycle Renewal and Budgets is responsible for a broad range of functions related to asset management. The functions are mainly associated with lifecycle activities, which include capital planning and budget forecasting related to the renewal and upgrade of the City’s water, wastewater and stormwater vertical assets, monitoring and analyzing capital budget performance, maintaining asset data, coordinating technical documentation and conducting research and analysis to support the development and implementation of life cycle renewal projects, policies and strategies. The incumbent will be responsible for supporting other WFAM team members with needs identification and risk ranking, and will contribute to the development of WFAM policies, procedures, tools and templates associated with asset data, optimized decision making, prioritization, project scoping and long-term planning. The position consults/liaises with internal operational clients, other city departments and external agencies, and provides operational support to the Senior Engineers and Program Manager, as required. Education And Experience Completion of 4 year university degree in Business Administration, Planning, Business Management or a related field. Minimum of 5 years of progressively responsible and direct experience in asset management, reinvestment planning and lifecycle planning and renewal. KNOWLEDGE

  • Demonstrated use of computers and computer applications, such as financial models, advanced spreadsheet applications, GIS tools and database management systems
  • Software applications including SAP (PM & PS Modules), RIVA, Word, Excel, Accessibility Audit Tools and MarkView
  • Records Management System (RMS)
  • Financial management principles, budgeting and accounting procedures
  • Tangible Capital Asset Reporting processes
  • Infrastructure lifecycle models, principles and concepts, rehabilitation techniques and best management practices
  • Forecasting processes for capital and operating budget
  • Infrastructure lifecycle /financial reporting practices
  • Operations/Maintenance aspects and requirements for buildings and parks
  • Project management skills
  • Application of holistic, systematic, and risk-based processes to decision making concerning the management and renewal of government, public, and private enterprise physical assets
  • Processes and techniques required to establish and run an effective asset management program, including developing solutions associated with asset management, evaluation, preservation and rehabilitation of existing infrastructure
  • Asset management principles and processes
  • Applicable legislation related to municipal buildings and parks, such as the Ontario Building Code, Planning Act, Environmental Assessment Act and The Accessibility for Ontarians with Disabilities Act (AODA)
  • Purchasing By-law
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

Desirable Qualifications:

  • Long range budget coordination for all City buildings and parks, including capital budget processes, budget monitoring, risk assessment and estimating of rehabilitation projects.
