POSITION TITLE: Locals Unit Liaison DEPARTMENT: Policy & Self-Determination CLASSIFICATION: MGO-07 SALARY RANGE: Starting at $78,030.00 per Annum POSITION TYPE: Full-time, Temporary Until September 2026LOCATION: Saskatoon ACCOUNTABLE TO: Locals Unit Manager Brief Overview Under the direction of the Locals Unit Manager, the Locals Unit Liaison provides direct support to MN-S Locals in the areas of governance, administration, and compliance. They serve as the front-facing governance support for MN-S, working directly with elected Local leadership. This role requires professional judgment, discretion, and a strong understanding of MN-S legislation, policy, and Local bylaws. They play a central role in strengthening Local-level governance across the province by delivering hands-on capacity-building services and ensuring Local leaders have consistent access to clear information, governance resources, and practical guidance. The Liaison is responsible for building strong relationships with Local leadership, fostering engagement, and ensuring communities receive timely and effective support. This role requires strong technical understanding, sound judgement, and the ability to navigate complex governance issues with discretion and professionalism. The position also contributes to ongoing needs assessments, identifies emerging challenges, and provides analytical insight to ensure the Locals Unit’s work remains responsive to community needs. Key Responsibilities

  • Provide ongoing governance support to Locals, offering clear guidance and practical solutions.
  • Interpret Local bylaws and MN-S legislation to ensure constitutional compliance.
  • Assist Local Presidents and councils in meeting governance requirements.
  • Facilitate workshops, training sessions, and meetings related to governance, capacity building, and organizational development.
  • Support the use of standardized templates, tools, and procedures across Locals.
  • Help Locals prepare and submit required documentation, including leadership lists, membership lists, constitutions, and meeting records.
  • Coordinate and support community engagement efforts, including needs assessments, planning sessions, and regional governance initiatives.
  • Assess complex procedural questions and provide clear, actionable recommendations.
  • Track, analyze, and report on activities, emerging issues, and progress within assigned regions.
  • Promote governance resources and provide direct support to Locals requesting help with meetings, elections, strategic planning, and other governance matters.
  • Build and maintain strong, trust-based relationships with Local leadership and community members.
  • Assist Locals in identifying and accessing relevant funding opportunities or supports. Liaise with MN-S departments to coordinate governance, administrative, and community-level supports.
  • Operate with a high level of autonomy and judgment when responding to governance issues in real time.
  • Participate in regular team check-ins, contribute to planning discussions, and escalate issues with recommended actions when appropriate.
  • Other duties as assigned.

Knowledge, Skills, And Abilities

  • Strong understanding of Indigenous or Métis governance and community development.
  • Excellent communication and interpersonal skills, especially in cross-cultural settings.
  • Ability to work independently while remaining responsive to the needs of a collaborative team.
  • Organizational skills, including tracking and managing multiple projects at once.
  • Ability to translate policy or technical information into plain language.
  • Skilled in legislative interpretation, facilitation, and community engagement.
  • Ability to handle sensitive or politically complex situations with discretion, empathy, and professionalism.
  • Strong administrative and recordkeeping skills.
  • Strong organizational and analytical skills, including the ability to make research-based recommendations.
  • Respect for Métis culture, heritage, and values, with a commitment to distinction-based planning and self-determination.

Qualifications And Experience

  • A bachelor’s degree in Indigenous Studies, Political Studies, Public or Business Administration or a related field is preferred.
  • A combination of relevant education and lived experience within Métis communities will be considered.
  • Previous experience working with Indigenous communities or in a governance or administrative support role is an asset.

Additional Requirements

  • Must undergo a Criminal Record Check with the Vulnerable Sector.
  • Valid Saskatchewan driver’s license and access reliable transportation.
  • Must be willing to travel 20% of the time within the Province and occasional out of province.
