The Project: Mace is seeking an experienced Change and Engagement Manager to support a major technology-enabled transformation program for a confidential government organization. This multi-year transformation will help a large public-sector organization adopt new ways of working as it modernises its technology, processes, operating model and workforce capability across business functions, operations, finance, customer channels, service providers and partners. Working within an integrated transformation and change team, you will support stakeholder engagement, change impact assessment, readiness activity, change champion coordination and local adoption planning. You will help impacted teams understand what is changing, how it affects them and what support is available through design, testing, deployment, go-live, hypercare and sustainment. The role may require working up to five days per week on site in a government organization office environment, with regular in-person client engagement, workshops and formal governance requirements. - You will champion a healthy, inclusive and psychologically safe working environment for project teams and client stakeholders navigating significant organizational change.
- You will help identify change fatigue, readiness risks, stakeholder concerns and adoption barriers so that transition activity supports people, performance and wellbeing.
- You will promote inclusive engagement practices that consider the needs of different user groups, including corporate teams, operational teams, customer-facing teams, vendors, service providers and external partners.
Client focus – Deliver on our promise
- You will support the delivery of change and engagement activity across a complex technology transformation program.
- You will lead stakeholder engagement for assigned business areas, user groups or stakeholder segments, ensuring stakeholders understand the case for change, expected impacts and required actions.
- You will support change impact assessments, readiness assessments, stakeholder mapping, resistance management and adoption planning.
- You will facilitate workshops, interviews, working sessions and feedback forums to gather stakeholder input, validate impacts and identify risks.
- You will work closely with communications, training, workforce, readiness, program and technology teams to ensure stakeholder needs are reflected in communications, learning materials, adoption plans and support models.
- You will coordinate change champion activity, including briefing champions, gathering feedback, escalating concerns and supporting local adoption.
- You will support planning and delivery across design, testing, go-live, hypercare and steady-state transition, ensuring stakeholders are prepared and supported through each stage.
- You will monitor stakeholder sentiment, readiness, resistance themes, training confidence and adoption risks, recommending targeted interventions where needed.
- You will help ensure change activity is practical, role-based and linked to measurable business outcomes.
- You will support manager enablement and local leadership coaching across assigned stakeholder groups, equipping people managers and change champions to cascade key messages, reinforce training, identify resistance, respond to concerns and embed new ways of working.

- You will raise risks early where engagement, readiness, training, adoption or operational continuity may be at risk.
- You will ensure stakeholder feedback is captured clearly and used to inform program decision-making.
- You will support decision-making by giving program leaders a practical view of what is working, where support is needed and where risks require escalation.
- You will help protect business continuity during transition by ensuring engagement activity is aligned to operational, technology and stakeholder requirements.
Create opportunity for our people to excel
- You will support client teams, change champions and managers to understand and lead change within their areas.
- You will coach managers and local leaders to lead their teams through transition, including preparing for difficult conversations, reinforcing the case for change and helping teams build confidence in new processes, systems and roles.
- You will help create repeatable engagement tools, stakeholder packs, workshop materials, readiness templates and feedback mechanisms that can be used across multiple releases and stakeholder groups.
- You will support knowledge transfer so that client teams can continue stakeholder engagement and adoption support after program transition.
- You will contribute to a collaborative delivery environment where client teams, consultants, technology partners and delivery resources work together as one integrated team.
You’ll Need To Have
- Minimum 5 years of experience in organizational change management, stakeholder engagement, business readiness, or transformation delivery, ideally supporting technology-enabled change, digital transformation, process redesign, or major system implementation.
- Strong understanding of the change lifecycle, including stakeholder engagement, change impact assessment, readiness assessment, communications, training, go-live support, hypercare, and sustainment.
- Experience facilitating workshops, interviews, working sessions, and stakeholder feedback forums to support change initiatives and adoption outcomes. Ability to translate process, system, role, and workforce impacts into practical engagement, readiness, and adoption activities.
- Experience working in complex, multi-stakeholder environments and partnering with business users, managers, senior leaders, program teams, technology teams, vendors, and external partners.
- Strong written and verbal communication skills, with experience preparing stakeholder updates, engagement summaries, action trackers, readiness inputs, and issue escalations.
- Experience applying change methodologies and supporting change champion networks, sponsor engagement, manager enablement, adoption planning, go-live activities, hypercare, and post-implementation support.
Note: The estimated salary for this position is 100,000 - 130,000 CAD. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
