The Edmonton Police Service (EPS) requires an individual with excellent communication and analytical skills to evaluate the Urban strategies Grant that is applied to multiple units within the Service:
- Developing and/or improving existing program data management systems to track performance metrics and program data consistently and accurately.
- Applying advanced statistical analyses to program and organizational data for operational and strategic purposes.
- Engaging quality control procedures to ensure that program data is being collected, used, and reported consistently and accurately across all units supporting the Urban Strategy Initiative.
- Producing progress reports for the Urban Strategy Initiative to the standards and timeline required to meet the conditions of the Grant.
- Using best practices and multiple methods to collect, clean/code, and analyze quantitative and qualitative data.
- Using extensive knowledge of evaluation methodologies to create and implement evaluation plans.
- Implementing best-practices and methods associated with evaluation.
- Designing and administering evaluation tools (questionnaires, interviews, focus groups, case studies, cost-benefit analysis).
- Conducting research and environmental scanning activities to identify best practices.
- Using project management methods to identify, manage and mitigate risks.
- Developing actionable reporting to drive business decisions and improve program effectiveness and efficiency.
- Developing and delivering evaluation findings to senior management and executive audiences internally and externally.
- Supporting other program related requests as required.
Qualifications:
- University graduation (preferably at the Master’s level) in a related field such as social or natural sciences, business administration, economics, applied human sciences, criminology, or information technology.
- Minimum of five (5) years’ work experience in research, program evaluation, and/or data mining and analytics.
- Experience using quantitative and qualitative research methods, performance measurement, and analytic techniques.
- Proficiency in managing large projects requiring collaboration and input from diverse stakeholders.
- Synthesis, problem-solving and analysis skills; ability to develop and present new ideas and conceptualize new approaches and solutions.
- Demonstrated organizational and project management skills with the ability to set priorities, meet deadlines, and work in a multi-disciplinary team environment.
- Results-oriented individual who is conscientious of their quality of work and has ability to work across the organization, make independent decisions, manage projects, and present findings.
- Excellent Proficiency with Microsoft Office Suite including experience with graphing and the use of Pivot Tables in Microsoft Excel.
- Excellent interpersonal and communication skills with an ability to break down complex concepts and communicate without prejudice, while forming collaborative partnerships that engage various levels within the organization.
- Lean Six Sigma Process Mapping designation is an asset.
- Project Management training is an asset.
- Applicants may be tested and/or required to provide samples of work.
- As part of your pre-hire screening, you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.
Hours of Work: 40.00 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program. Salary Range: 21B, Salary Grade: 032, $46.08 - $58.23 (Hourly), $3,686.90 - $4,658.60 (Bi-Weekly), $96,227.57 - $121,588.42 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton. General:
