IT Analyst - Business Analyst

The Planning and Delivery Branch of the Edmonton Police Service is looking for one (1) Business Analyst who is a self-motivated and organized individual with exceptional technical, business analysis and interpersonal skills. This position will work within a team to support the Information Technology intake process across the EPS organization as well as support key projects to completion. This position will join the Business Technology Transformation Unit whose responsibilities include:

• Providing expert enterprise analysis and business process transformation capabilities to identify requirements and define solutions.
• Demonstrate how proposed solutions are aligned to business goals and objectives and define the impacts and risks, including organizational readiness for the change.
• Provide an enterprise-wide view of all IT initiatives, investigate solutions, apply business acumen, and develop quality deliverables to support investment decisions.
• Effectively elicit, validate, and document business requirements using a variety of techniques and methods as defined in the Business Analysis Body of Knowledge (BABOK).
• Organize and facilitate meetings/focus groups and/or training sessions with stakeholders
• Prepare pre-project documentation such as business cases, request for proposal (RFP), project investment requests, briefing notes etc
• Author, review and assist in the preparation of project documentation including business requirements documents, business analyst plans, stakeholder registers and test plans.
• Assist in the selection and implementation of software solutions, including market scans, performing gap fit analysis of a selected solution to EPS requirements
• Conduct thorough, methodological investigations to identify key stakeholders impacted by an enterprise strategy or business area strategy
• Participate in the governance, oversight and maintenance of the business analysis practice and center of excellence within the Information Technology Division (ITD)
• Advising business areas on the application of information technology solutions, for the purposes of identifying areas that could be refined or streamlined to create efficiency.
• Performing related duties as required.

Qualifications:

• Degree in a related discipline and four (4) years of relevant experience in an Information Technology environment including demonstrated ability to lead small to mid-size initiatives. Formal certification in the area of expertise is desirable. OR Post secondary diploma in a related discipline and five (5) years relevant experience in an Information Technology environment including demonstrated ability to lead small to mid-size initiatives. Formal certification in the area of expertise is desirable. OR Certificate in a related discipline and seven (7) years relevant experience in an Information Technology environment including demonstrated ability to lead small to mid-size initiatives. Formal certification in the area of expertise is desirable.
• Minimum 6 years’ experience specializing in Business Analysis including project experience in robust, enterprise scale applications or initiatives is an asset.
• Minimum of five (5) year experience in information technology development and/or information technology consulting is an asset.
• Proficiency with various Microsoft applications in the MS365 platform.
• Proven experience in providing presentations or doing demonstrations to C-suite executives is an asset
• Excellent organizational, interpersonal, verbal and written skills with a strong focus on customer service.
• Proven experience working directly with vendors to implement solutions is an asset
• Previous experience working in a Public Safety and Law Enforcement agency, particularly working in project delivery is an asset
• Professional Designation in Business Analysis (CCBA, CBAP, PMI-PBA) from the IIBA or PMI is an asset

Hours of Work: 40 hours per week, Monday - Friday. Salary Range: 21B, Salary Grade: 034, $49.69 - $63.40 (Hourly), $3,975.20 - $5,072.60 (Bi-Weekly), $103,752.72 - $132,395.90 (Annually).
