Welsh Secretary Jo Stevens has voiced strong concerns that devolving the Crown Estate to Wales could jeopardize the potential for floating offshore wind energy, which she claims could create 5,300 jobs and provide a £1.4 billion boost to the Welsh economy.

Stevens emphasized that transferring control over the estate to the Welsh government would "put all that at risk". While the Labour-led Welsh government insists that they should manage the Crown Estate to ensure that profits from wind farms and other initiatives benefit Wales directly, Stevens argues that the focus should remain on unlocking job opportunities rather than getting distracted by calls for devolution.

Economic Impact of the Crown Estate

The Crown Estate, owned by the monarch, controls more than £603 million worth of land in Wales, including 65% of the seabed along the coastline. Currently, the profits from this estate are directed to the UK Treasury for government spending, with a portion allocated to the Royal Family.

In the House of Commons, Labour MP Tonia Antoniazzi questioned whether the priority should be to ensure that the Crown Estate can unlock thousands of new well-paid jobs, instead of risking the investment and job opportunities that Wales desperately needs.

Stevens declared her commitment to seeing the £1.4 billion boost to the economy realized and emphasized the importance of retaining investor confidence in the wind energy sector. She warned against the risk of market fragmentation that could drive potential investments elsewhere.

Political Responses

Responding to the concerns, Plaid Cymru MP Llinos Medi highlighted that Scotland's experience demonstrates that devolving the Crown Estate can attract investment to coastal communities. She noted that 16 out of 22 Welsh councils support this view, many of which are Labour-led.

Welsh ministers are planning a debate in the Senedd on March 25 to discuss the significance of the Crown Estate in Wales and advocate for its devolution. However, Treasury minister James Murray previously stated that devolving the estate made "no commercial sense".
