Ontario Greenlights Pickering Nuclear Refurbishment

PICKERING – The Ontario government has approved Ontario Power Generation's (OPG) plan to refurbish four CANDU nuclear reactors at the Pickering Nuclear Generating Station. This initiative aims to protect Ontario workers and secure the province's position as a global energy superpower.

Job Creation and Economic Impact

The refurbishment project is set to create approximately 30,500 jobs during the refurbishment phase and sustain 6,700 jobs throughout the station's operation. With a final budget of $26.8 billion, over 90% of the project costs will be spent in Canada, supporting local businesses and boosting the economy. This investment is projected to increase Canada's GDP by $41.6 billion.

Project Timeline and Details

Pending approvals from the Canadian Nuclear Safety Commission (CNSC), OPG will begin the Project Execution Phase in early 2027, with completion expected by the mid-2030s. Once finished, the station will generate up to 2,200 megawatts (MW) of electricity, enough to power 2.2 million homes. This ensures Ontario has reliable, affordable, and clean energy for up to 38 years.

Supporting Indigenous Communities and Medical Advancements

OPG has committed to investing $100 million with Indigenous-owned companies over the project's lifespan, ensuring that First Nations benefit economically. Additionally, the refurbishment will secure a long-term supply of Cobalt-60, a vital medical isotope used in cancer treatments and sterilization processes.

Government and Economic Strategy

Minister Stephen Lecce emphasized that this project is part of Ontario's Energy for Generations plan, focusing on leveraging nuclear power to create export opportunities and build a resilient economy. The refurbishment uses a disciplined model similar to the successful Darlington project, aiming to stay on-time and on-budget.

Quick Facts

  • Ontario's electricity demand is forecasted to rise significantly by 2050.
  • Previous approvals allowed Pickering "B" units to operate until 2026, with refurbishment required for further extension.
  • Early phases, including Project Initiation and Definition, have been completed to refine costs and secure components.
  • The government is exploring financial instruments to reduce costs for ratepayers.
