Job Title: Project Manager

Location: Regina, SK (Fully On-Site)

Duration: 36 Months (with possible extension)

Client: Public Sector

Pay Rate: CAD $100 - $110 per hour

_Note: Candidates need to be available in Regina, SK for on-site from day one_Must have:Education:

  • Bachelor’s degree in one of the following disciplines - Information Technology, Computer Science, Engineering, Business Administration or a related field, OR
  • Master’s degree (e.g., MBA, MSc in IT, or related discipline)

Certification:

  • Project Management Professional (PMP) or PRINCE2 certification

Qualifications:

  • 10+ years of experience as a practicing Project Manager managing different, complex projects in an IT environment.
  • Demonstrated experience delivering IT projects in a public sector environment (government, Crown corporation, healthcare, education, or regulated public entity), including operating within formal governance, approvals, and audit requirements.
  • Demonstrated experience operating within formal governance structures, including executive steering committees.
  • Demonstrated experience effectively planning, executing, and adapting stakeholder communications on complex IT projects, involving diverse business, technical, vendor, and executive stakeholders.
  • Demonstrated experience managing cloud-based IT projects, including SaaS implementations, cloud migrations, or cloud-native solution delivery.
  • Demonstrated experience in leading and motivating people, encourage collaborative teamwork in an environment with internal and external stakeholders, conducting presentations, effectively leading meetings and facilitating workgroups with diverse business interests to reach consensus.
  • Demonstrated experience leading projects using Agile or hybrid (Agile/Waterfall) delivery approaches.
  • Experience integrating Organizational change management practices into IT project delivery.

Role and Responsibilities

  • Develop the terms of the detailed project plan in consultation with the Project Leadership Team.
  • Prepare and maintain the Project Plan and obtain approval from the Project Management Delivery Office and the Executive Sponsor for the assigned project, as applicable.
  • Ensure the project is undertaken in accordance with the standards, processes and documentation which follow Project Management Institute standards.
  • Ensure effective project governance by supporting executive steering committees with timely reporting, escalation of risks and issues, and clear recommendations.
  • Produce deliverables on time, within budget and to specification ensuring project objectives are met.
  • Ensure the work products and deliverables are completed in compliance with technical standards.
  • Deliver projects using Agile or hybrid (Agile/Waterfall) delivery approaches, ensuring alignment with approved governance, milestones, and outcomes.
  • Facilitate integration of project touch points (interconnections) across related projects if required.
  • Monitor and report on project performance: scope, schedule, cost, and quality of project deliverables.
  • Identify, monitor and manage risks related to the delivery of the project.
  • Provide timely communications and reporting regarding projects risks, issues and concerns to the team, Project Sponsors and relevant stakeholders.
  • Organize and facilitate multi-stakeholder workshops, meetings and prepare presentations.
  • Work collaboratively with third party vendors and other partners to include their delivery as part of the overall implementation plan.
  • Develop project change requests (scope, time and cost) while negotiating and sharing financial implications and/or impact with the Project Sponsor.
  • Manage cloud-based IT projects, including Software as a Service implementations, cloud migrations, or cloud native solution delivery.
  • Identify changes to resourcing requirements.
