Position Summary:

The Operations Manager provides strategic leadership and operational oversight for the R.M.'s infrastructure and public works functions. Reporting to the Director of Infrastructure and Public Works, this role manages key programs and projects, implements process improvements, and ensures safe and efficient service delivery. The ideal candidate will demonstrate sound judgment, conflict resolution skills, strong customer service orientation, and a firm commitment to public and staff safety.

Duties:

  • Higher-level strategic roles that oversee multiple teams or complex projects.
  • Involves long-term planning, setting strategic priorities, developing policies, and high-level decision-making responsibilities.
  • Act as a bridge between management and executive leadership or oversee other senior staff.
  • Provides strategic financial accountability through comprehensive budget management, resource allocation, and fiscal oversight of departmental and capital expenditures.

Responsibilities:

Operational Leadership & Oversight

·        Provide leadership and direction to departmental staff involved in a variety of Infrastructure and Public Works programs and projects

·        Oversee and manage the R.M.’s field operations, ensuring alignment with organizational goals and service standards

·        Develop and implement operational policies and procedures to enhance efficiency and effectiveness

·        Administer and oversee water systems and water well operations

Program & Project Management

·        Provide oversight into assigned operational programs, including budgeting, scheduling, cost management, design, and contract administration

·        Manage key operational programs such as Roadway Graveling, In-house Construction, Chip Seal, Dust Control, and Weed and Pest Control

·        Lead the procurement process related to operational activities and programs, ensuring alignment with municipal and all other applicable standards

·        Review, analyze, and recommend changes to operational procedures, policies, and practices

Regulatory & Safety Compliance

·        Ensure employees comply with OH&S requirements and are properly trained to complete their assignments safely and efficiently

·        Review and approve utility crossings, new approach requests, road haul agreements, and overweight permit applications

·        Promote a culture of safety and accountability within the operations team

Strategic Planning & Financial Management

·        Assist in the preparation of the annual capital budget and forecasting

·        Provide strategic financial oversight through effective budget management and resource allocation

·        Recommend and implement operational improvements using change management best practices

·        Identify and implement efficiencies to improve service delivery and cost-effectiveness

Reporting & Stakeholder Engagement

·        Prepare and present comprehensive agenda reports and submissions to Council, ensuring clarity, completeness, and budget alignment

·        Provide professional support for infrastructure design and planning, offering proactive solutions to infrastructure challenges

·        Serve as a key liaison between the operations team and municipal leadership

·        Perform other related duties as assigned

Qualifications:

·        Bachelor’s degree is required, Master’s degree or higher in a relevant field is considered an asset.

·        5+ years of senior leadership with progressive supervisory experience in a related position with a focus on maintenance, operations, and construction of municipal infrastructure, including the ability to lead operational teams in delivering on priority initiatives.

·        Significant experience demonstrated in project management, construction, contract administration, and asset management.

·        Must have a valid class 5 driver’s license

Additional Job Information:

Position Type:  Permanent Full-time

Hours of work: 8:00am to 5:00pm (40 hours per week, Monday to Friday, hours of work may differ depending on operational needs)

Wage Range:     $115,556 to $137,992 per year, commensurate upon experience, plus benefits

Office Location: Lutheran Shop Field Office
