Estimated Hours: Full-time engagement (approx. 1,725 hours)

Job Description
We are seeking a highly experienced Senior Cyber Security Special Advisor to support a large-scale government cloud migration and security compliance initiative. The selected candidate will play a critical role in Security Assessment & Authorization (SA&A), cloud security governance, and implementation of federal security frameworks.
This is a senior advisory and hands-on security architecture role focused on ensuring compliance with ITSG-33, NIST 800-53, ISO 27001/27002, and Government of Canada security policies within a complex operational IT environment.
Key Responsibilities
- Lead and document Security Assessment & Authorization (SA&A) activities
- Conduct Threat Risk Assessments (TRA), Security Impact Assessments (SIA), and Privacy Impact Assessments (PIA)
- Assess and implement ITSG-33 controls across Protect, Detect, Respond, and Recover domains
- Develop Plans of Action & Milestones (POAM)
- Perform security control validation and automated evidence gathering
- Support Continuous Authorization to Operate (CATO) strategy
- Conduct risk modeling and vulnerability assessments
- Align controls with TBS Policy on Government Security
- Develop Interconnection Security Agreements (ISAs)
- Support secure SDLC practices and CI/CD security integration
- Develop continuous monitoring strategies
- Lead security exercises and incident response simulations
- Deliver reusable security templates and documentation
- Provide training and advisory services to internal stakeholders
Mandatory Qualifications
Candidates must demonstrate:
- 10+ years experience in Security Assessment & Authorization (SA&A) in Government of Canada environments
- 15+ years experience in cyber security risk management
- 10+ years experience applying ITSG-33, NIST 800-53, ISO 27001/27002
- Extensive experience in cloud security (Azure)
- Experience with threat modeling, privacy assessments, and compliance frameworks
- Experience designing security control documentation and evidence management systems
- Senior-level advisory experience in federal security governance
- Experience supporting security for large organizations (20,000+ users)
Required Certifications
- CISSP (active)
- Graduate Certificate in Information Systems Security (or equivalent)
Security Requirements
- Must hold or be eligible to obtain SECRET clearance
- Identity documents and security forms will be required
- Work must be performed using government-furnished equipment only
