Job Description
The House of Commons’ Office of the Sergeant-at-Arms and Corporate Security (SAA-CS) is currently looking to staff two (2) Security Project Officer (SPO) positions in the Constituency Office and Residential Security (CORS) team and to establish a pool of qualified candidates for anticipatory staffing needs in the Security Project Management Office (SPMO).
Security Project Officer - CORS
The SPO is responsible for conducting security assessments in Members of Parliament’s (MP) constituency offices and residences, identifying vulnerabilities, and recommending as well as overseeing the installation of security enhancements in accordance with established guidelines. Reporting to a Security Project Manager, this client-facing role involves managing multiple projects simultaneously across Canada, which requires frequent travel and flexibility in working hours, including overtime when needed.
Security Project Officer - SPMO
The SPO is responsible for identifying, recommending, and implementing the physical security requirements, priorities, and objectives of several medium-size Capital, Recapitalization and/or Facilities projects within the House Administration project management framework, to meet the Office of SAA-CS mandate of ensuring a safe and secure environment for House of Commons assets, information, and most importantly, people. The SPO is a physical security subject matter expert with security project management experience. The SPO is also responsible to support Security Project Managers on large scale Major Crown security projects.
Additional functions include :
- The incumbent could be subject to travel throughout Canada in order to conduct a variety of risk assessments and provide recommendations accordingly;
- As part of this team, it is expected that employees will be required to come onsite a minimum of three days a week or more upon requirements.

QualificationsEducation :
- Successful completion of post-secondary education in field related to physical security, security management, project management, or other specialty programs relevant and of equivalent experience;
- Must be capable of obtaining and maintaining a minimum Secret security clearance.
Experiences :
- Experience working in the physical security industry with knowledge of Physical Security Protection methods and practices;
- Experience in security planning and/or working on medium to large scale capital, recapitalization and/or facilities projects;
- Experience and in-depth knowledge of project management theories, principles, practices and methodologies;
- Experience working with subject matter experts in the fields of architecture, engineering, security, construction and procurement; Experience in reading and interpreting architectural, mechanical, and/or electrical drawings, including site and building layouts, to ensure they are compliant with security requirements.
Assets :
- Experience working in, or with, a corporate security office within a legislative, federal or judicial environment;
- Experience in the planning, conducting and reporting of Threat and Risk Assessments applicable to the physical security of facilities and operations;
- Experience in partnership development and stakeholder relations, working in collaboration with multiple internal and external stakeholders;
- Experience working with high-profile clients.
