Manager, Program Delivery

Job Description Fleetway is seeking a Manager, Program Delivery to provide strategic leadership for complex defence‑focused marine engineering programs. Reporting to senior leadership, this role is responsible for guiding the successful delivery of large, multi‑disciplinary projects, strengthening program governance, and ensuring alignment with organizational priorities and client expectations. With a strong focus on schedule integration, project oversight, and continuous improvement, the Manager, Program Delivery will lead a team of Program and Project Managers while overseeing the Project Management Office (PMO). This includes optimizing delivery frameworks, advancing best practices, and maintaining high standards of performance across all program phases. • Lead the delivery of complex programs, ensuring alignment with client expectations and organizational priorities.
• Maintain integrated master schedules and monitor overall program performance.
• Identify risks early and drive effective mitigation strategies.

PMO Oversight & Governance

• Oversee the Project Management Office, ensuring consistent application of processes, controls, and best practices.
• Prioritize and coordinate inbound tasks, including estimates, scope clarifications, and resource allocation.
• Advance continuous improvements to PMO tools and methodologies.

Leadership & Team Development

• Lead and mentor Program and Project Managers to support high-quality program outcomes.
• Foster collaboration, knowledge‑sharing, and continuous improvement within the program management team.

Estimation, Scoping & Strategic Support

• Guide scoping and estimation activities in partnership with technical teams.
• Contribute to proposals and planning for new and expanded program opportunities.

Stakeholder Engagement

• Build and maintain strong relationships with clients, partners, and internal stakeholders.
• Represent the organization in meetings, reviews, and program‑level discussions.

QualificationsEducation

• Bachelor’s degree in Engineering, Project Management, Business Administration, or a related field.

Experience

• 8–10+ years of experience managing large, complex programs or projects in the defence, marine, engineering consulting, or related technical sectors.
• Proven experience leading program delivery teams, overseeing PMO functions, and managing client relationships in a multi‑project environment.
• Professional certifications such as PMP, PgMP, or equivalent considered an asset.
