We are seeking an experienced Senior Program Manager to lead complex regulatory and governance-driven technology programs within a large enterprise banking environment.

This role is responsible for planning, managing, and delivering high-risk, enterprise-scale initiatives that support regulatory compliance, operational governance, and technology transformation across the organization. The successful candidate will work closely with executive sponsors, business leaders, and technology teams to ensure programs are delivered within scope, budget, and regulatory standards.

The role requires strong experience delivering large-scale banking programs with strict governance frameworks, along with the ability to manage cross-functional teams across technology, business, and risk functions.

This is a hybrid role based in Toronto, London, or Ottawa, supporting enterprise-wide initiatives in a highly collaborative delivery environment.

Key Responsibilities

• Lead the delivery of complex regulatory and enterprise governance programs across technology and business teams.
• Manage cross-functional program teams including Business Analysts, SMEs, and technology resources.
• Partner with executive sponsors, senior leadership, and key stakeholders to drive successful program outcomes.
• Establish governance structures, reporting frameworks, and program oversight mechanisms.
• Ensure all initiatives meet internal governance, risk, and compliance standards.
• Provide regular updates to stakeholders including Program Sponsors, Portfolio Managers, and Business Leaders.
• Identify, track, and mitigate program risks while ensuring alignment with enterprise policies.
• Manage program financials including budget forecasting, cost estimation, and financial reporting.
• Drive vendor management activities including RFP processes and vendor delivery oversight.
• Ensure programs meet defined scope, cost, timing, and regulatory objectives.
• Provide guidance on best practices in program management frameworks, governance, and compliance delivery.

Core Technical SkillsRequired

• 10+ years of Project / Program Management experience
• Proven experience delivering large-scale enterprise programs in banking or financial services
• Experience managing multi-million dollar regulatory or governance-driven programs
• Strong understanding of enterprise governance, risk, and compliance frameworks
• Experience delivering programs within large banking institutions
• Experience working with Agile, Waterfall, or hybrid delivery modelsPreferred

• Experience delivering regulatory remediation or compliance-driven programs
• Experience working with risk, compliance, audit, or regulatory stakeholders
• Experience managing complex enterprise data or platform transformation initiatives
• Hands-on experience with Jira, Confluence, Clarity, and Microsoft OfficeNice to Have

• PMP certification
• Scaled Agile certification
• Previous experience within a major Canadian financial institutionSoft Skills
