Position Summary The Senior Development Manager is responsible for the leadership and management of the urban land development portfolio within the Land Development Branch of the Land, Real Estate & Facilities Department, including operational and program planning, stakeholder relationship management, financial management and internal and external people leadership. Mandate includes leading and managing large- and small-scale urban land development, from concept to completion, consistent with the Official Community Plan and City Council direction, to maximize the value of each asset. This requires developing and managing land development initiatives in consort with appropriate contract and procurement approaches, a range of both public and private partners, and leading teams to achieve development objectives. This position leads the strategic development and management of work packages for both green field and brown field development projects throughout the development lifecycle; from concept to business case development to design parameters to public realm improvements to infrastructure requirements and divestment. As a member of the Departments management team, leads and/or participates in Department or City-wide projects and special initiatives. Key Duties & ResponsibilitiesOperational & Strategic Planning

  • Contribute to the Departments long-term planning and annual work plans.
  • Establish objectives, service levels, and performance targets.
  • Develop and implement policies, systems, and procedures related to land development.

Financial & Project Management

  • Lead the development and delivery of major land development projects, including the Regina Revitalization Initiative (RRI).
  • Oversee budgets, forecasts, expenditures, and ensure alignment with City standards.
  • Manage procurement strategies, contracts, and business case development.

Stakeholder Relationship Management

  • Provide advice to senior leaders, City Council, and external stakeholders on complex development projects.
  • Lead public consultation processes and manage relationships with landowners, governments, and community leaders.
  • Negotiate and manage partnerships to advance development objectives.

People Leadership

  • Lead cross-functional teams, consultants, and contractors.
  • Provide coaching, mentoring, and performance management to staff.
  • Develop workforce plans to ensure adequate capacity and skills.

Risk & Compliance Management

  • Ensure adherence to policies, procedures, and City standards.
  • Proactively identify risks and develop mitigation strategies.
  • Maintain political acuity in managing high-profile, public-facing projects.

Key Qualifications

  • Strong foundation in management practices, including planning, budgeting, policy development, performance measurement, and human resources.
  • In-depth understanding of land development issues, including legal, financial, taxation, commercial, and market considerations.
  • Experience managing diverse teams, contracts, procurement strategies, and evaluation processes.
  • Skilled in stakeholder engagement, conflict resolution, negotiation, and consensus-building.
  • Strong communication skills, with ability to present complex issues to executives, Council, partners, and the public; may represent the City in media or public forums.
  • Change management expertise, including navigating resistance and leading organizational or project transitions.
  • Advanced problem-solving abilities to address complex, multi-branch issues, requiring scenario planning and innovative solutions.
  • Proven ability to manage large-scale land development projects with significant impact on budgets, timelines, external stakeholders, and City reputation.
  • Leadership in coaching, mentoring, workforce planning, and performance management of cross-functional teams and external consultants.
