Requisition ID: 19492  Department: Public Works Dept.  Service: Operational Performance & Devel Services  Branch: PWD Learning & Development Branch Employment Type: 1 Full-time Permanent; 2 Full-time Temporary - Up to 18 months  Work Hours: 35.00 hours per week Affiliation: CIPP  Salary Information: $80,325.70 - $97,739.46  annually (2025 rates of pay) Location: 100 Constellation, Nepean   City: Ottawa, ON Job Category: Administrative and Support Services  Application Close: 21/10/2025 Job Summary The Learning & Development Coordinator is a key contributor to the development and coordinated delivery of customized training programs that support the operational workforce responsible for essential front-line operational services. This role ensures that training initiatives are responsive to real-world needs and aligned with strategic priorities, helping build a capable, confident, safe, and future-ready workforce. Working closely with area managers, zone supervisors, and internal stakeholders, the coordinator identifies helps identify training needs and gaps, liaises with service providers to create customized training solutions, and ensure delivery with minimal disruption to operations. Responsibilities include the creation and maintenance of annual learning plans and role-specific training matrices, developed in collaboration with business partners. The position oversees training budgets, including the preparation of purchase orders, sole-source justifications, and the strategic allocation of funds across service areas. Vendor relationships are managed to ensure high-quality, customized training delivery that reflects operational realities and meets safety standards. The coordinator monitors training activity across platforms such as SAP, Moodle, and Power BI, analyzing trends and generating insights to support data-driven decision-making and continuous improvement. As the primary point of contact for training within the service area, the coordinator promotes learning opportunities, supports participation, and fosters engagement across teams. This role plays a critical part in strengthening workforce capabilities, supporting career development, and enhancing the quality of public services delivered throughout the city. Education And Experience Completion of 3 year university degree Minimum of 4 years of progressively responsible experience in training and development program co-ordination, support, implementation and evaluation. KNOWLEDGE

  • Possess general knowledge of the corporation, departmental business requirements, policies and organizational structure
  • CUPE Local 503 (Inside/Outside) Collective Agreement, along with associated program documents (e.g. MAB, CMZ Training Program, Forestry In-Training Program, etc.)
  • Human Resources practices and principles related to staffing and scheduling
  • Training and development practices and evaluation methodology
  • Adult education principles and practices
  • Organizational change and development
  • Principles and techniques of project management
  • Planning and performance measurement
  • Business Process modeling
  • Policy and procedure documentation practices
  • Customer service delivery methodologies and skills

  • Protocols for developing submissions, briefings, major reports
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
