The City of Edmonton is seeking a skilled and experienced professional for the role of Manager, Heritage Facilities. Reporting to the Director, Arts, Nature and Heritage Experiences, the primary function of this position is to manage the programs and services responsible for the care, preservation, and access to the City’s physical heritage object (artifact) collections and archival records.

The role carries specific legislated accountabilities, including managing the Archives Program in accordance with the Municipal Government Act, the provincial Access to Information Act (ATIA) and the Protection of Privacy Act (POPA), the Federal Copyright Act, and established professional archival and museum standards. The position involves supervising a team of archivists and curators and establishing governance documents maintaining the governance framework for the acquisition, maintenance, access to and preservation of materials of enduring value to the City.

Secondarily, the Manager, Heritage Facilities, oversees the facility operations for the Prince of Wales Armouries Heritage Centre (POWA) and the Artifacts Centre. This position is also responsible for facilitating relationships with various heritage associations and providing support to the Council-appointed Edmonton Historical Board and the City-funded Edmonton Heritage Council. The incumbent is expected to increase public knowledge of Edmonton’s history through exhibits, public presentations, and written articles.

What will you do?

  • Support the City of Edmonton’s priority of preserving Edmonton's heritage and identifying forums to share with and educate the public.
  • Provide leadership, supervision, coaching, mentorship, and discipline for a team of 9 full-time and 4 part-time permanent staff, including Archivists, Curators, Community Heritage Liaison, and Clerks
  • Manage the annual operating budget (expenditures and revenues), recommend fees and charges, and set performance indicators and targets for the Unit's operations
  • Develop strategic frameworks, program plans, and facility plans, and manage research and development efforts to ensure the efficient and effective operation of Unit programs and public services
  • Provide leadership and management oversight for the site coordination and operations of the Prince of Wales Armouries Heritage Centre (POWA) and the Artifacts Centre
  • Oversee the City Archives operations, including signing off on all acquisitions and deaccessions of corporate and private records of enduring value to the City
  • Establish intellectual control over acquired records by creating appropriate procedures for arrangement, description, cataloguing, and finding aids according to archival standards
  • Ensure policies and procedures are in place for appropriate public and corporate employee access to records, adhering to relevant legislation and archival restrictions
  • Oversee the management and preservation of the City’s artifact collections held at the Artifact Centre and on exhibit at sites like Fort Edmonton Park and John Walter Museum
  • Manage and provide input on historical research or collections management for other facilities (e.g., Valley Zoo, John Janzen Nature Centre) and support teams at Fort Edmonton Park in museum management
  • Ensure the administrative responsibilities, record keeping, and budget management of the Edmonton Historical Board (EHB) and the Edmonton Heritage Council (EHC) to Council are met, including supporting the Historian Laureate program

Qualifications:

  • Education in Archival Studies, Museum Studies, Public History or Arts/Heritage Administration
  • Minimum of 5 years of management experience in an archives, museum or interpretive centre environment
  • Minimum of 2 years of service on a governance board for a non-profit organization
  • Familiarity with museum practice and standards, archival professional standards, and training in copyright, privacy, and access legislation

Assets:

  • National Archives Appraisal Board certification in monetary appraisal

Skills required for success:

  • Leadership and Team Management: Demonstrated ability to provide strong leadership and supervisory skills, including staff supervision, labor relations, performance monitoring, and compliance with City policies and procedures
  • Collections and Legislative Expertise: Extensive knowledge of archival principles and methods, museum principles and standards, and best practices related to the operational area (e.g., built heritage preservation, historical research, diversity and inclusion). This includes a demonstrated understanding of City, provincial, and federal legislation regarding records management, the Access to Information Act (ATIA), the Protection of Privacy Act (POPA), Copyright, and digital records environments (e.g., metadata standards, cloud storage security)
  • Strategic and Financial Oversight: Demonstrated experience in strategic thinking for developing and implementing long-term plans aligning with Corporate goals, coupled with strong financial management, program and project management, and the ability to make sound decisions with an understanding of budgetary and political implications
  • Facilities and Community Relations: Demonstrated ability in facility management, including operations, procurement, and contract management for the Heritage Facilities. This role requires consultation and conflict resolution skills, as well as awareness of community outreach and engagement with equity deserving groups and the ability to handle controversial situations

Conditions of employment & work environment:

  • Up to: 1 permanent full-time position
  • Hours of work: 36.9 hours per week, Monday - Friday (Note: Occasional work during evenings and weekends may be required)
  • Salary: $108,838.80 - $136,046.09 (Annually)
  • This position is eligible for the EDO program (Earned Day Off)
  • Valid Alberta Class 5 driver’s license (or provincial equivalent)
  • The role may necessitate the use of personal transportation to be reimbursed in accordance with the City of Edmonton policy. This may require business auto insurance
  • Hire is dependent on Police Information Check with Vulnerable Sector Check satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
