Hours: 7.50 hours a day

Mandatory

1. MT.1 - The Bidder must demonstrate that the proposed resource has a master’s degree in project management from a recognized* Canadian post-secondary institution.

2. MT.2 - The Bidder must demonstrate that the proposed resource has a valid and relevant professional certification as a Business Consultant.

Rated Criteria

1. RT.1 - The Bidder should demonstrate that the proposed resource has a minimum of four (4) years’ combined experience of complex* project management experience within the last ten (10) years in developing each of the following:

a) Strategic and Business Plans.

b) Departmental Framework Results Reports

c) Financial Planning and Expenditure Accounting

d) Human Resources requirements and reporting

2. RT.2 - The Bidder should demonstrate that the proposed resource has a minimum of four (4) years combined experience within the last ten (10) years in the development of each of the following:

a) Business analysis, project charters, key performance indicators

b) Development of intra or inter-departmental Service Level Agreements, Memorandum of Understanding including Performance Reviews.

c) Defining and producing Treasury Board project approval submissions and forecast costings for military equipment and weapon systems projects.

Objective

The Department of National Defense has a specific requirement is for the provision of services for one (1) Senior Business Process Consultant under the TSPS Business Consulting/Change Management Stream, to provide specialized knowledge and experience in Business Process and Change Management practices as they apply to strategic and business planning, finance, procurement and administrative practices in support of project and program delivery within National Defense.
