Position title: W2294-26-AA017A - Level 2 Programmer\Analyst - 2 Resources

1 Year Contract

Working Status: On-Site

Location: 60 Moodie Drive, Nepean Ontario

Security: Secret Clearance

Hours: 7.5 hours a day

Overview

The Department of National Defence (DND) is seeking two (2) Level 2 Programmer/Analysts to support the development and modernization of enterprise digital solutions using Microsoft technologies.

  • Location: On-site – Nepean, Ontario
  • Duration: 1 year (with possible extension)
  • Security Clearance: Secret (mandatory)
  • Work Hours: 7.5 hours/day

Core Responsibilities

The selected resources will:

  • Design, develop, and maintain enterprise applications and digital tools
  • Build Power Apps solutions to automate business processes
  • Develop Power BI dashboards and reports for data-driven decision-making
  • Enhance and manage SharePoint Online environments
  • Integrate systems using Dataverse, APIs, and Microsoft Azure services
  • Collaborate with stakeholders to gather requirements and deliver scalable solutions
  • Provide user training, documentation, and support to ensure adoption
  • Troubleshoot and resolve technical issues

Key Deliverables

  • SharePoint Online enhancements (UX, accessibility, governance)
  • Custom Power Apps solutions with full documentation
  • Interactive Power BI dashboards and reporting solutions
  • Business and technical requirements documentation
  • Integrated solutions across Power Platform, SharePoint, and Azure
  • User manuals, training materials, and onboarding sessions
  • Ongoing support and issue resolution logs

Mandatory Requirements1. Power BI / Data Analytics

Strong experience with:

  • Data modeling (DAX, Power Query)
  • Dashboard/report development
  • Data integration (SQL Server, SharePoint, etc.)
  • Security and performance optimization

Certification (PL-300 / DA-100) or a minimum of 2+ years of recent hands-on experience.

2. Power Platform Development

Experience with:

  • Power Apps (canvas and model-driven)
  • Power Automate workflows
  • Dataverse design
  • ALM and DevOps practices

Certification (PL-400 / MB-400) or a minimum of 2+ years of relevant experience.

3. Functional Consulting (Power Platform)

Experience in:

  • Requirements gathering and stakeholder workshops
  • Fit-gap analysis
  • UAT/SIT support
  • Documentation and training delivery

Certification (PL-200 / MB-200) or a minimum of 2+ years of relevant experience.

4. General Experience

  • Minimum 8 years as a Programmer/Analyst
  • Experience in at least two of the following:
  • Enterprise application development
  • System integration (APIs/connectors)
  • Analytics/dashboard solutions
  • Agile/DevOps teams

5. Microsoft Azure Experience

Minimum 6 years of experience working with Azure, including:

  • App Services, Functions, and Logic Apps
  • Azure AD (identity and security)
  • Power Platform integration
  • Data modeling (DAX, Power Fx, etc.)

6. Enterprise Project Experience

At least 2 enterprise-level digital transformation projects.

Nice-to-Have (Rated Criteria)

  • Experience leading enterprise frameworks or governance models
  • Project leadership experience
  • Azure DevOps (CI/CD pipelines)
  • Advanced Azure services (Data Factory, Monitoring, RBAC, etc.)
  • Certifications (PMP, Azure Architect, CISSP, etc.)
  • Education in Computer Science, Information Technology, or Engineering
  • Programming languages: C#, Python, JavaScript, SQL, PowerShell

Key Technologies

  • Power Apps, Power Automate, Power BI
  • SharePoint Online

  • Azure DevOps
