Reporting to the Director of Protective Services, the Protective Services Analyst will provide a combination of tactical, strategic and business analysis to the Director, and to the Officer in Charge of the Royal Canadian Mounted Police Detachment. This position will produce, prepare and disseminate a variety of analysis products including information about actual or anticipated local criminal activity or disorder. This information will increase operational effectiveness, prevent crime and contribute to the apprehension of suspects. Identifying criminal trends and patterns and developing statistical reports requires exceptional technical accuracy, as the work may be closely scrutinized at any point as part of an administrative, legal or court process. Responsibilities Include, But Are Not Limited To

  • Analyze calls for service, internally generated work, enforcement data or other locally sourced information to aid in forecasting workloads and peak service times along with actual and optimal service delivery levels.
  • Communicate analytical findings as part of daily, weekly and monthly meetings affecting front-line tactical and operational briefings, as well as senior management strategic priority sessions.
  • Analyze resource trends and the allocation towards specific criminal or enforcement initiatives.
  • Design, research and write regular environmental scans to monitor the impact of the changing environment on Protective Services resources.
  • Analyze collision and enforcement, engineering traffic surveys, and citizen complaints to recommend tactical, operational and strategic traffic safety initiatives.
  • Research, evaluate and analyze information to identify criminal trends and patterns.
  • Provide tactical and strategic analysis focusing on local and regional criminal activities.
  • Provide real-time critical-incident analysis.
  • Identify prolific offenders and crime hotspots and recommend locations and solutions where crime prevention initiatives would be most beneficial.
  • Provide expert advice on complex criminal investigations, and provide tactical, operational and strategic analysis for judicial purposes, including bail hearings, criminal trials, parole hearings and requests for warrants. Analysts may be called upon to provide expert witness testimony in court.
  • Build and maintain a network of internal and external contacts to support and exchange intelligence findings.
  • Produce and recommend information for public release that will further an investigation or promote education and prevention initiatives.
  • Participate in presentations, lectures and seminars as an expert resource.

The successful candidate will possess a Diploma, preferably a degree (undergraduate or graduate level) in Criminology, Criminal Justice, Social Science, Intelligence Analysis or related discipline with a strong emphasis on statistical analysis, pattern recognition, and research methodologies. A minimum two years’ experience researching, writing, analyzing, and editing documents, conducting crime analysis and working within a law enforcement environment is required. Advanced skills acquired through two or more years’ experience using computer programs such as Microsoft Excel, WordPerfect, PowerPoint or Visio is essential. Beneficial experience includes working with analytical software and relational databases such as ArcGIS, SPSS, i2 Analyst’s Notebook, iBase, and Paradox, as well as with the RCMP Records Management System (PROS). The incumbent will be capable of independently initiating, conducting, and delivering research and analytical products, and will demonstrate strong communication skills, both written and verbal. Fluency in French is considered an asset. The successful candidate will be expected to pass and maintain an RCMP Enhanced Reliability Clearance. The City of Fort Saskatchewan offers a competitive compensation package with a salary range of $83,382.00 to $98,104.50 per annum.
